Thousands of families in the Philippines have returned to their homes near Mount Kan-la-on Kanlaon months after fleeing an eruption.
Officials have downgraded the volcano's alert status, but warn it could still erupt.
The government now wants to build shelters in every town in the country, to minimise disruption.
