Germany's parliament is due to vote in the coming hours on the release of hundreds of billions of dollars for defence spending.
A two-thirds majority is needed to make changes to the constitution to lift a so-called debt brake, which has limited borrowing for the past 16 years.
That's led to an aging and underequipped defence force.
